I think A Quick One was where all of the elements of the Who came together, Townsends desire to turn rock into something more than just a loud 3 to 4 minute pop song, his struggle with sexual mores (the song is about, according to him Vouyerism and infidelity) the sense of humour and off key influences, Keith Moon loved US surfing music and brought the harmonies as a nod to the beach boys and Jan and Dean, I just don't think it ever came together for them as well after that
