I used to get this issue when installing routers for customers that had Shaw internet.
The reason this is happening is because the Shaw modem has locked the IP address to the last piece of network hardware it was plugged into.
Usually to fix the issue, I'd just unplug the modem power for ~10 minutes. Then plug the modem back in, let it boot up, then plug in back into the router. It should be able to get a new IP address after that.
Also, if you have at least Shaw High Speed, you are allowed to have 2 IP addresses, but unless you request the second one, they only give you 1.
When I worked as a TSR for Shaw, and had people with this issue, the first thing I would do is add their second IP address. So if the above doesn't work just give them a call and have them add on your second IP address.
