IIRC Open Office or Libre office should.

I am not at a PC to check though so not 100% sure, as it would be a component that I have never used.

LibreOffice/OpenOffice has an opensource alternative to PowerPoint, but nothing for Publisher. (I always get those two mixed up!)

This site talks about Scribus as an alternative. I don't know anything about it but from that website it looks very promising.
