Yup, I'd contact the police.
I mean, you should probably look at getting new tires if they're this adamant about it, but I'd go somewhere else just out of principle at this point

Your tires may be below the min tire tread safety line, which would technically make them illegal to drive on. It would be the proper authorities to enforce this if that was the case.
In this case it does sound like they are engaging in some tied selling. "We won't return your car and car keys and have fooled around with your tires unless you buy 4 or 2 tires from us" This is also in fact illegal.
Perhaps name the shop or get the media involved including TV, print and radio along with the police. Ask the shop manager if he's ever been on tv before and tell them you want to warn other consumers of the potential scam going on here.
Get head office involved as well as they are most likely franchisee's who own this particular shop.
Type up a legit, well written and accurate email with a suggestion of going to the media to resolve this dispute and tell them to govern themselves accordingly.
Good luck but it does sound like you may need to find a legit tire shop here fairly soon, perhaps one that doesn't deal in such shady practices.

odds are they damaged something, and they are trying to get you to pay for the fix so they don't have too.... Ive been through that scam before, completely busted them on it. They ended up paying for what they broke and eating the original bill as to why i brought it in the first place.

Out of curiosity, how bad are your tires? As a roadway user, please don’t operate your vehicle with bald summer tires in the winter. The ‘can’t affors’ excuse isn’t an excuse.
That said, Kal Tire has no right to withhold your vehicle.

yeah, we need to know which location this is. super shady.
I'd contact the BBB and Kal tire head office. make sure you document everything and record/video all conversations if you can. I honestly wouldn't be comfortable letting them change my tires, even if the concerns were legit at this point.

For sure - if you need new tires get them. I'm thinking I'd probably get them somewhere else though...
--One other thought, do you have winter/summer tires? If you have another set, I'd go and swap them in their parking lot and demand my keys back.

I’d be getting some heavy chains and locks and chaining all of the doors. Then I’d tape a huge Bristol board sign to the window saying “If you are going to illegally detain my vehicle you can’t have the keys to these locks until you give me 4 free tires.”

That sounds fun to say, but is a really terrible idea.
In your situation GullFoss, I'd be pissed.
But, I've personally never had a bad experience with Kal Tire. In fact, thanks to their outstanding tire warranty, I'm easily up several thousand dollars in my dealings with them

Seems sketchy. They don’t really have any liability here since you did not bring the vehicle in for tires. They should really only be strongly recommending you replace the tires ASAP. And give you a quote. The only rule I’m aware of is if a vehicle comes in with a safety feature they cannot release it without that safety feature intact. Most commonly they can’t sell you new wheels and tires without an intact TPMS.

I'm going to guess the 16th Avenue Location....
Call Kal-Tire Corporate. I had to do that when they tried to strong arm my on TPMS sensors and did such a bad job mounting a tire they took chunks out of the sidewall.
As a soon as I called Corporate (and posted to their Twitter account), their tune changed.
