Rafikov signs 2 year KHL deal
as per eliteprospects
Would mean his KHL contract would expire after the 16/17 season and to come to North America any earlier it would need to be bought out by Rafikov or a third party (i.e. the Flames) by the rules of the KHL/NHL agreement.
Not really a big surprise as he stated he wanted to play at least a year for Lokomotiv.

should note that this deal should not prevent Rafikov from coming to summer's development camp.
However, pretty much eliminates any possibility that he comes to training camp or Penticton as the KHL teams usually start their regular season first week of September.

He would likely be playing in the AHL if he came over anyway.
I don't really trust the KHL as a league for developing NHL talent though. I can see why he would stay there for now, but I am not convinced it is the best decision if he plans on one day playing in the NHL.

Flames have already stated they don't mind having him develop in the KHL, mainly because the coach of Lokomotiv is Dave King.

This good news. Flames retain the rights to the player and it frees up a spot in Stockton. There's a huge numbers game for our D prospects right now and they'll all pretty much B prospects (not a lot separating them IMO) so it's good to get them developing where ever they can.

Who, by the way, worked with Treliving/Phoenix from 2009 - 2011.

Giordano was pretty lucky I think. He was already AHL trained and was put on a defense pairing with Markov. He was essentially playing big minutes with an NHL caliber defenseman. I recall Giordano partially attributed playing with Markov to the big step forward he took that year.
As a young player, it's hard to know how much responsibility Rafikov will get. They tend to develop their players differently there.

It is probably better that he stays over there just because of the numbers game and that he'll have more ice time overseas. Hopefully he does come over in July.

Yeah it's pretty predictable that he's signed for 2 years with Lokomotiv. From what I understand the Flames have 4 years to sign Euros now, so the decision will be made after this contract.

that would be correct.

Now when an NHL club drafts a player who has played for a non-North American club, the NHL Club will have the exclusive rights to that player for a period of four (4) years regardless of whether the NHL club extends a “Bona Fide Offer” to the player.

He'll be what? 21 or 22 when it's time to sign him now?
I would have been surprised by this if I didn't hear Treliving state he thought a year or two under Dave King was going to be a huge boost for Rafikov's development.
I would have liked to see him in NA next season but totally get why he's staying in the KHL for another 2 years. Hard to believe he is still only 19 (turning 20 real quick here).

There is no timetable to sign Russian draft picks as there is no transfer agreement between Russia and the NHL.

Under normal circumstances I would be very disappointed with this news.
But with the combination of Dave King, plus the fact that we have too many young D prospects fio Stockton already, this is good news.
I remain irrationally confident that Rafikov will be an NHLer.

I completely agree.
I don't see a first pairing dman in him but do see a second pairing as his upside. With the little amount I have seen him he has impressed me. Based off draft position we shouldn't even be talking about him lol!
I have no issues with him playing in the KHL. If I was him that would be my choice too. He will be coached well and go up against good competition. Hopefully he gets lots of ice time. That I see as an issue with Stockton.

It also sounds like he has a moral conviction to play for Lokimotiv for at least a while given what they've been through. Hard to argue with character.

I'm a fan of this, he's in good hands with King, we have such a logjam in the AHL as it is.
I view it as 2 years free development.

I really like his desire and intentions to play for Lokomotiv. I can support that decision.
Good on him.

Couple #Flames notes from GM Treliving: they're working on getting 2013 pick Rushan Rafikov to Calgary for this summer's development camp.

Good to hear. Even if he goes back and plays in Russia for two years, it would be nice to see him on the ice with other prospects to see how he measures up.
