Default New gas line to home has red flag

Hey,

My house being built has just had the gas main run. They've back filled it. There's no framing yet, just the foundation. Anyways, they've not put the gas meter on yet but there's a red tag on the gas line they've run to the house and stubbed.

Does this mean it failed the inspection or is it simply just warning there's an open gas line there?

If there's nothing written on the tag, it's likely just there so that a guy walking by with tools or a ladder doesn't hit it.
A failed inspection would have a City of Calgary orange sticker that says Unacceptable on it, along with the reason it's unacceptable.
