I actually have a lot of faith in the Jays scouting. It's looked pretty good the last couple drafts so far, although very earlier, and some of the names/backgrounds they added to the scouting staff look really promising. So I don't mean to criticize, just personally I was hoping for a few arms to add to what I think is a very shallow pool.
But like I said, I do think their strategy looks very sounded and it you believe MLBs rankings its working. Their 1 of 3 teams that I can see that grabbed 3 top 50 prospects. 1 of the other ones drafted in the top 10 and the other had a CBA mandated sandwich pick.

Tepera has been steady whatever role he's been given. 8th or 9th inning.

Gotta be a 'project' pick... by which I mean the Jays are taking him thinking that they can turn him into something that he presently isn't (namely good). He's mostly been a reliever he walks as many as he's struck out and has a 5.96 ERA.
But you can't learn downhill plain so I imagine some scout thinks that if you get him into the pros you can coach him up some. Really for the 536th selection there are worse bets to make.
