There's a lot of editing in that bedroom scene too. It's really just a quick succession of clips without context. Additionally if I recall correctly none of the dialogue in that scene is shown in conjunction with the people actually speaking it. Their backs are always to the camera, so it's possible Giuliani's words are taken from elsewhere in the interview and the actress's could've been recorded later. If they actually had footage of what is intimated, I also think they would've let the whole conversation play out its the full, slow horror instead of cutting it down to 4-5 seconds.
And really, I think if they actually did have Giuliani ready to shag a reporter they would've let the shoot play out to literally catch him with his pants down instead of Cohen interrupting it. I mean, how huge of a gotcha would that have been?

Do you suppose there are any other concerns such as, and not limited to, safety, agreed upon job requirements, moral boundaries, etc.

Borat, besides being really slow many times throughout the movie had me more often than not turning away in a holy crap this is hard to watch because its so insane. I'm the type that has trouble watching awkward situations on movies and damn this was chalk full of those moments (Debutante Ball for example) but all in all it was a good borat movie.

the guilini scene , at first, seemed like he was jerking off, according to cp, to an underage girl
then his people defended it saying he was tucking in his pants and he was being innocent. ok, my bad
then i watched hte full unedited scene that was released today and.. right back to creepy. he wasn't full on pulling his dick out, but he was definitley trying to #### the girl or get a blowjob or handjob or something. it was entirely creepy and gross and he's a slimeball.
so im about 80% back to the start of it being him a creepy old jerk

No, of course not, don't be ridiculous. I'm saying that if a "sexual encounter" was about to happen, then at some point he would've pulled his pants down and that's when Cohen would run in for the gotcha moment. The fact that they don't have footage of Giuliani with his pants down and instead Cohen burst in on a very tame moment (and likely it was just Giuliani tucking in his shirt) leads one to believe that a "sexual encounter" wasn't about to happen and that the after the fact editing created the illusion of a sexual situation that likely wasn't there to begin with.
The actress, Cohen and the production crew in the room next door would've been in control at all times. At no point would the actress have been in a situation where she would've felt in danger. All the power was on her side.
EDIT: Apparently according to the post above, there is an unedited scene released. I'll check it out later.

This actress has also been in the white house and met with Don Jr. with apparently no credentials or covid testing. I already knew Rudy was an old perv but I didn't think any Rando could get him in that situation. Imagine what real spies could do if Borat can pull one over on them.

I loved that. Best laugh I've had in a while. Rudy honestly seemed fine to me though. He basically did look like he was tucking his shirt in, and while he could be seen as flirting during the interview just came off as someone being both fairly nice and just a schmoozy politician. Still hard to believe they suckered him into that though. What a dope!

Cohen's films could have been really good, if he didn't cross the line from funny to grossly disgusting so much. It's like, come on buddy, you are doing fine already with the material, no need to try so hard making it unwatchable.
The Guiliani setup was shockingly well done though. I don't believe for one moment poor Rudy did what has been implied; it's obvious, there was lot of cinematographic trickery there. But still, wow...
