Honestly I would make that in PowerPoint then bring it to a print shop and have them print it on their plotter printer to a large size. Depends on how large you want it, but most print shops could probably accommodate what you are looking for. And it shouldn't cost too much.

I buy all my obnoxious flags/banners at the Dickbag Shop.
They carry all your ######baggery products: Pictures of cartoons pissing on flags/people, Confederate flags, MAGA stuff...you know all the stuff you would want to bring when you go watch a development football league game.
