It is lots of shooting but all at goofy aliens. And no blood/gore/swearing or anything else.
Star Wars Battlefront and Plants VS. Zombie Garden Warfare are good recommendations too for that age.
I agree with the last two as there is a lot of replay value with them but destiny replay value is low without endgame as the pvp has been broken for a long time. There isn't a lot of end game groups looking for a 11 year old to join.
Looking at player bases battlefield 1, call of duty and titanfall all have great replay value because of the large player bases. Call of duty and battlefield having the easier mechanics. Call of duty seems to have more dickheads playing when it comes to talking on the mic so keep that in mind.
Anyway, i made a list from bloodiest to least bloody. You guys are weird. I would assume the OP knows what he allows for his child as well as what his child can handle. FPS games arent really known for being non violent here (well, other than Super Noah's Ark 3D).

I was big into Mortal Kombat, DOOM, and Duke Nukem 3D at that age. Kids don't instantly turn into violent sociopaths just because of some animated blood and guts, or the occasional pixelated boob

Old games and new games are also in a totally different universe...
in Mortal Kombat can you hire a hooker to give you a BJ and then kill her to get your money back? 11 year olds also shouldn't be watching R-rated movies. No they all won't turn into axe murderers that logic is so flawed.

While CaptainCrunch is correct that the Star Wars Battlefront content is a bit light on the single-player side of things, I recommend it because it's quite cheap nowadays, and it's all pew pew lasers. It's the first game I used to introduce my kids to the genre.

PvZ is probably as kid friendly a FPS as there is. The only issue is that there isn't a lot of depth to the game outside of the multiplayer. FPS games are typically violent by nature so it's pretty hard to find anything in the general range as they are mostly M rated.
Should probably get Uncharted 4 too. Not necessarily a pure shooter, but has a lot of shooting in it. Or better yet, get the 1-3 remastered, then 4 to get the whole story.
