Fck that chit. Call 311 and get bylaw on his arse. If he has done things properly and has a permit then theres no issues for him. If this not to code, then time to tear it down. If that thing is as big as its made out to be, then its going to lower your property value and make the neighbourhood look like crap. The guy is probably going to be running a homebased car repair business out of there.

OP will spend less time checking for himself if a permit was pulled using the link he was given than he will spend sitting on hold with 311. No need to call before he knows that.
