Yes because even though Rockport had a mandatory evacuation notice, they estimate up to 40% of the people did not evacuate. And they never did issue a mandatory evacuation notice for Corpus Christi, apparently. The mayor said "people could decide for themselves". I think these will seem like very poor decisions in hindsight. Harvey is a huge storm.

This never fails to amaze me, and it's seen time and time again. Even here in Calgary, when we had evacs due to the flood, there are people who simply refuse to leave. There's a wide variety of reasons they all claim to have...but the result is the same, with folks refusing to evac and being in the middle of something they shouldn't have been.
On another note...watching this as I work overnight. That's one ugly looking storm. I'm wishing well for all involved and that they get through with as little loss of life as possible.

There's a voluntary evacuation order there. They're on an island with only one way off. I wouldn't take a chance that the storm isn't going to turn North. Maybe I'm a wimp though.

Meh. Really what's the difficulty level of a natural disaster for a president to handle? All he has to do is give the order to release people to do the actual work. With Katrina as a 'recent' precedent of what not to do.
Somewhat surprisingly the stories I've seen have seemed to indicate the acting FEMA director has his ducks in a row for this one. They scrambled military and civilian resources into place inland outside of the landfall area ready to rush in and assist if/when necessary.
Sure, Trump might find a way to screw it up. Basically if he just stays out of it and sticks to platitudes on Twitter, Texans will be better off.
