Without a doubt the over the glass rule is my most hated rule. Like other's have said just treat it like icing and don't let them change.

Yes they did, but it backfired. The law of unintended consequences.

And the WORST consequence of this rule is that it HAS to be called. Late in playoff games, and especially in OT, NOTHING gets called. But one bad bounce, on beat-up ice, and boom - penalty.

The crime is unintentional, trivial, never results in injury, and it does little to the game, but the punishment is severe (because most penalties don't get called at all).

The crime doesn't fit the punishment.

How did it backfire? having the penalty in place instills hesitation in the defending team to not simply fire it over the glass and play the puck or else they get penalised

Are you watching the same games? they are calling it. When the puck takes a weird bounce off of a player or their equipment, the refs arent calling that as it was accidental. When it's a clear shot over the glass from the defender's stick like Gio's attempt to clear in the final minute, a penalty is justifiable

But it's never a clear shot. The player never does it on purpose. The puck only goes over the glass if it was on edge and they raise it more than they intended.

A bad bounce shouldn't be a penalty.

If it came straight off of a defender's stick, it is a clear shot. The moment you remove the penalty, defenders will do this on purpose as they did prior to the rule change

I still dont see how you think the rule has "Backfired" as you never explained how it has affected the game

But I did. It backfired because it always gets called, even when the whistles are put away and nothing else gets called. As a result, it often affects the outcomes of games. And considering that it is an unintentional bounce, from an oddly shaped piece of rubber that is knocked around on ice with sticks, that is an unduly punitive result for the action.

And yes, while it goes directly off the defender's stick, it is never a clear (intended) shot, it is always a bad bounce.

Icing is often intentional - same result, no penalty.

Then just make it discretionary. The refs can decide if you did it on purpose or if you were under pressure and threw it away. There's already a discretionary delay of game penalty that can be called if the ref thinks you've done something to deserve it. Not sure why this particular action needs to be mandatory, and it results in some unfortunate and unintended circumstances.

Yep, before the rule change the times it was deliberate it was pretty obvious.

Mike Milbury thinks they should change the playoff OT rules. That right there tells you how bad that idea is.

My most hated rule is that icing is no longer as discretionary

A missed stretch pass, with good intention and usually an attempt to increase scoring chances, ends up being an icing

I remember teams killing time by chipping the puck over the glass. It was awful. I think this rule has achieved its objective in general

Goalies purposefully tip pucks out over the glass to create a stoppage in play. Imagine if a team dumped the puck in and your goalie was allowed to flick the puck out simply because they wanted to create a stoppage in play. The penalty needs to stay at 2 minutes. All players are well aware of this rule and that is the risk they take when trying to clear the puck out of their end up high off the glass.

Never ending overtime is literally only problematic in this once in a lifetime format where all four series are being played out of the same rink on the same day.
