I think it is more that those players were downgraded, but players that missed most of, or all of last year, were not downgraded.
For example: Thomas Chabot played 128 games over the past two years, but was downgraded. Zach Werenski played 81 and was kept at a higher rating. Seemingly players that played 20 games or less last year had it like the season didnt exist in the blend.

Werenski's ratings across the board actually went up which I found rather bizarre compared to the previous year.

Not 100% sure but from what I’ve noticed this package seems to weigh less on the most recent season/more on the season before than in years past. I might be wrong as I haven’t dove deep into it but that was my observation when I skimmed through the package

The ratings have been bumped up for forwards for sure. A 76 this year is more like a 73 last year.

Jack Campbell took an absolute nosedive, from 89 to 76, although he wasn't actually very good in Toronto either, so...
