Plus the rechargeable batteries don't last long after a few charges. He probably thinks he would go through non-rechargeable batteries like mad considering he spends half his life recharging batteries, when in fact, a non-rechargeable battery will last 10x longer.
Not if you buy good ones. I have a set of Eneloop AA and AAA batteries that are at least 10 years old and they're still working about as well as the day I bought them.

Also, I only learned very recently that batteries can be disposed of in the garbage. Apparently the amount of hazardous materials in them is negligible compared to what was in them in the past.
I was always keeping dead ones in a Ziplock separately and would bring them in occasionally to Staples, Ikea, or other eco disposal places.
When the batteries die in the kids toys I usually say "well shoot, I guess it's broken!". And this another annoying toy is silenced.
That happens at my house as well. Then my 3 year old takes it as a personal challenge to find the screwdriver and get the battery compartment open himself. Usually by trying to climb the bookcases.
