It shouldn't. It makes room for new teams, which the NHL is afraid to do. Another half-pregnant thing. We want to spread the game globally but no developing teams in our tournament!

Also not suggesting Russia should be included, however, it's not really best on best without Russia. So yeah, I agree significantly watered down.

If we were able to play hockey against the Russians during the height of the Cold War, we should be able to play against them now. It may even give the games a bit more edge.
Include the Russians. And the Czechs and Slovaks (and Germans and Swiss if you need). A tournament like this really shouldn't be that hard, but the NHL always seems to find some way to mess it up.
