Yeah, that is definitely not black face. And definitely a far cry from the Bert Williams / Vaudville era. ganguro style for years and no one calls them out on it.

That's not blackface, those are gangaru girls. Gangaru really started becoming the fashion in the 1990s. All you need is coloured hair, deep fake tanning lotion, some sparkle and some ridiculous bright/neon coloured clothing. Often times white or light eyeshadows are used with fake lashes as well. I've dressed 'gangaru girl' a few times, it was fun. It's been coming more fashionable since fake tans are all the rage, but in my opinion it's not very chic- so 18 years ago.
