Dollarama is probably your best bet to be honest. Lots of random little toys, and same sort of crafts youll find at Michaels for way cheaper

Try searching on amazon. For a few years there I would order party prizes for my kids birthday party loot bags. You can get some fun toys/gifts in bulk.

I think for older grades, I am not sure how enthused they will be by really cheap toys. You might find some cool candies at one of those stores down in Kensington, if they're still open, or grab some full-sized chocolate bars.
Just personally, I'd rather they buy something they'll eat, even if its junk food, than throw away as soon as they've played with it once or twice. Plus you'll be the cool guy that bought everybody chocolate bars.

I'm definitely trying to avoid the, "plastic crap that goes right into the garbage" problem.
I'm not allowed to do food items, because the organization doesn't have food allergy information for all attendees. But I'm thinking $5/$10 gift cards for Tim's might be good? Go get a box of timbits type idea.

When I was a kid, the things that seemed to always be popular regardless of the kid were things that were functionally one thing but looked or smelled like something else. Things like those markers that smelled like fruits or erasers that were shaped like foods.

No insult, but I think you'd want to be really careful about any kind of food item with food allergies, and kids with specific diet requirements. You might inadvertently either make a kid really sick, or exclude a kid.

Search for sensory toys. There are lots of fidgets and puzzle type things that kids like to play with. It may be over your budget, but you will get more than one in a package, so you could split it up.
"Fun" markers, sidewalk chalk, colouring books with "in" characters, small regular books, puzzle books, sticker sets, water writers, bubbles, water growing toys, playdough or clay, if you can find lego at that price, it's always a hit.
