No, it sounds like the free for all anyone can come with no chance of contact tracing are open but the scheduled classes that have a list of attendants and can be contact traced are closed. Sounds about right.

Why not also stop the sale of liquor at all stores after 10? This just makes no sense.

Well, there arent usually a ton of people in close quarters at your average liquor store, as opposed to at a bar where people are shoulder to shoulder.

They should have just closed them as opposed to making them close earlier.

That is true but you need to consider how these social gatherings take place..

Group of friends who are sitting in a bar on a Friday night are just going to go buy alcohol at the liquor store and continue with their night at someone's house if last call at a bar is 10 PM.

You are right though, should have just closed them.
