Yep, something like can only win it once every 3 years let's say, so if you won in 2020, can't win again until 2023
Also can't pick in the top 3 more than 2 years in a row
So if you win a lottery pick that violates any of those rules you move to the next available pick, I.e if you win in 2020 and win again in 2021, you pick 2nd in 2021
If you then win the 2nd pick in 2022, you move to pick 4

Tkachuk
Dube
Valimaki
Emilio Pettersson
Pelletier
Mackey
Gawdin
Nikolaev
Then he says Ruzicka, Phillips, Wolf, Zavgorodniy and Tuulola also have NHL potential.
Yet another person with a high opinion of Mackey. I’m intrigued.

Wolf has great numbers and his progression has been all you can ask for. But it would be highly unusual for a goalie of his size to make it in the Nhl and I suspect that’s what’s placing him in the lower tier

So moving Andersson, Kylington and Hanifin off of last years list and adding Emilio Pettersson Pelletier Mackey and Ilya Nikolaev moved the Flames from 31 to 12?

He changed the parameters ...
Last year Tkachuk, Dube and Valimaki weren't considered as it was prospects only, and not all "young" players.

Tkachuk obviously helps them in his rankings but there are a number of other good young players in the league so can't attribute it all to that. He is obviously high on many of these other young Flames too.
It's rare that I get to see any of these prospects in person but I have seen Pettersen twice and wasn't impressed. Not noticeable or overly engaged when I watched. Gaudreau with less skill. Too small a sample size to be meaningful but I walked away thinking he wouldn't make much of an AHLer, let alone NHL.
So watch him be a star.

maybe I'm missing the point but if last year was prospects only I assume for sure Hanifin and possibly at least one of Andersson/Kylington weren't on the list either? so they aren't really minuses in this excercise - just not counted?

It's not that unusual. 45 goalies played at least 30 games this season, and 9 were the same height or shorter than Wolf, including the guy who just got his team into the Western Final.
That's 20%, so definitely not a majority, but not super-rare either.

They're all close (not surprising when I used a 30 game cut-off for a season where everyone played around 70 games).
The only one who was the overwhelming starter was Bernier in Detroit. He started 41 games compared to Howard's 27. He also got 15 of Detroit's 17 wins.
Stalock got the start in just over half of Minnesota's games and had a solid majority of their wins.
Saros played more games and more minutes than Rinne in Nashville, but Rinne actually had one more start and one more win than Saros.
Raanta started 32 games ahead of Kuemper's 29, but Hill also got 9 starts for Arizona, so no one was over 50%. Kuemper did get one extra win.
Francouz had fewer starts and fewer minutes played than Grubauer in Colorado, but he actually had 3 more wins.
Hutton and Dell were clear backups in Buffalo and San Jose, but performed nearly as well as the starters. Oddly enough, both had 12 wins on the season while their starters had 17.
Khudobin and Halak were both clearly the backups during the regular season, but both were thrust into the starter role in the playoffs.
25% of the starting goalies in the second round of the playoffs were 5'11" (the same will be true in the third round).

I was actually surprised to see him listed at 6'0" now. Still not ideal for a goalie.

Kipper was only 6ft. I think he’s still be an elite goalie in today’s NHL ( at his prime).
