It's based on expectations, that's why. Not all first overalls are equal, neither are all drafts.
He's the reason there's a lottery because the Senators were allegedly deliberately losing games to secure the last position and rights to draft him.
Daigle was in that same tier of hype as Lindros, Crosby and McDavid. Crosby would have been considered a bust if he became a solid third line, second line tweener even if he played 1000 games.
