Yeah, this guy probably knows after other examples have popped up. The $5 fee is a give away. He's likely thinking he'll get a few hundred people, put some annoying time into returning money and come out with a few grand.

Then take the free advertising for his home with hundreds of thousands quickly checking out the story and hopefully sell it normally.

Wouldn't this have been easier to set up on something like GoFundMe rather than asking for people to send in cash or cheques? At least if the minimum wasn't met than people could have the money easily refunded. Alternatively, the Millarville person could have had the same clause that if somebody wanted to pay the difference, then that would have likely resulted in a conclusion to that whole episode.

Presumably though this probably goes again GoFundMe's terms and conditions.

With a few grand? Like $3000? I doubt he's going to get 10 entries, let alone 600.

The terms are upfront, it's your own damn fault if you give this guy money.

So - nobody else has asked so I'm going to. That sounds like a very interesting story, and if you feel comfortable sharing the details I know I would certainly be interested. Both on the house for $1 and the legal part.

I look forward to reading about this person’s call from the lottery commission. I think this is illegal.

Investigators, including law enforcement officials, determined the contest's structure meant it did not breach either the Criminal Code or the Alberta Gaming, Liquor and Cannabis Act, said Heather Holmen, a spokesperson for AGLC.

She said the contest did not meet the definition of a lottery, so it was outside of the regulator's jurisdiction.
Unless the $5 nonrefundable fee changes things, then I'm not seeing how this one is any different.

Lotteries are chance though. It's the reason you get a bunch of skill-testing questions and/or no-purchase required stipulations added on contests to avoid it becoming a lottery.

But this isn't even chance, it's being judged. So by definition it can't be a lottery.

There's another one in Mt Royal that started in the summer. I haven't heard where they stand with entries. But I like their requirement of a dog pic.

Seems sketchy to me but I’m going with one of the resident lawyers, which I am not.

I think that because it keeps happening and getting news coverage maybe suggests that it's legal.

It's not or it would have been shut down.
