The kid just turned 18 in August and has OHL rights. Is he even available to sign a professional contract with an NHL or AHL team?

Yes, undrafted players who are still draft-eligible in the future can be signed to an ELC up to the start of their next junior season (or if they're invited to an NHL camp on a try-out, up until the start of the NHL season). Once the season begins, that's no longer an option and they have to go back into the next year's draft.
It's rare, but not unheard of. That's how the Kings signed Martin Jones originally when he was with the Hitmen.
