Yeah, I totally agree. We are supposed to be a civilized people. Blaming our action on nature when we have the ability to reason and be moral, is a BS excuse for behaviour.
For example, because of life expectancy, our species used to rely on reproduction as soon as we were biologically capable (which meant under the age of what we consider the age to consent). Today, most men understand that such behaviour is immoral and a vestige of the past. Obviously some still deviate from that and we as a society punish them. Likewise, the masculine tendency to be aggressive and violent is something that isn't necessary anymore and detrimental to civilized society. Except in the case of very specific mental deficiencies, we all have the ability to reason and make the right decisions.
I get that the article was only an academic view of the nature of male aggression and not a justification, but some men do use it as justification and it sucks.

^Law of diminishing returns.
While other races (Asians for example) are diproportionately represented in mass-killing events, the actual number of those events is small, so significant energy on solving that particular problem would not have a benefit to society commensurate with the energy expended to solve it.

I'm very sure that I never said that the effects of testosterone mean that people aren't responsible for their actions. Driveway (hilariously) asked what would cause men in particular to disproportionately engage in mass killing and other murder. The answer is - very obviously - the differences in biology between men and women. Men are more aggressive in general. This is an evolved trait. Pulling the wool over your own eyes about the reality of those biological impacts on behaviour is just hopeless stupidity. These are irrefutable facts. These facts, however, do not imply that people can't overcome their hormone-induced urges, nor does it mean that people shouldn't be held morally responsible for their actions because those actions are influenced by their biology. If that were the case, you couldn't hold anyone morally responsible for anything.

Another shooting incident in Toronto today, this time at Yorkdale Mall. Thankfully no injuries or fatalities reported yet.
Perhaps we should start a new thread just for Toronto shootings, since it's happening so often lately.
