Yep, Germany did an overhaul after 2004. They considered 2002 a fluke, the real problems were 2000-2004 and losing to England 5-1. Lost their identity.
Klinsmann was one of the guys that turned Germany around in 2006. He asked the difficult questions regarding the German FA and the youth setup. Changing the lineup and formations when needed etc....
England need Klinsmann as their next hire. He will again ask the difficult questions.

I wonder if the brass of the FA would allow Klinsmann to overhaul the system like he overhauled Germany's.
The FA would need all those fabulously rich clubs to agree to changes, and I doubt they would comply. Why would they? Their billionaire foreign owners care about hardware. Not developing players.
I think they love Klinsmann in England though. If anyone could do it, it's probably him. I heard a rumor that Slaven Bilic is a candidate for the England job from Croatian news outlets.

He didn't turn anything around, he barely coached them in 2006 and the youth setup changes began when he was playing for Orange County Blue Star, when he was at Bayern the players absolutely HATED him, Phillip Lahm who has never said a bad word about someone in his life just eviscerated him after he left
