Yup. Unless Uber is only accepting drivers with a Class 4 license, they are operating in violation of provincial regulations. Of note, the province re-iterated the class 4 requirement yesterday.
Additionally, I would note that their complaints about the government failing to approve proper "ride sharing" insurance in their preferred timeline is an implicit acknolwedgment that they know their drivers are fraudulently using their personal insurance for commercial purposes.

Interesting points about why Uber is willing to operate illegally in Toronto, but hasn't made any attempt to enter Vancouver.

Strategically, this is pretty sound from Uber's perspective. "Dragons Den meets Cash Cab" is a pretty silly concept, but it gets Uber back into people's consciousness. The worst thing for them is to be forgotten.

Under the new bylaw, taxi companies can set their own rates as long as they don't exceed the prices set by the commission.
