Non-union City staff have had their salaries frozen since 2017, and union staff agreed to 0% increases for 2018 and 2019 and got a 1.5% increase in 2020. If you read the article you linked, it explained that the small increase in overall City payroll spending is due to people receiving promotions or advancing to more senior roles.

Where it is slated to go, it will probably add a transfer because my community express bus will just stop at a Green Line station instead of downtown where I’d be able to conveniently catch the Red Line.

Who's getting raises? Non-union City staff have had their wages frozen in place for 4+ years. Unionized City staff got 0%, 0%, and 1.5% over the past three years. Per the article you linked, some employees got a promotion to a more senior role that comes with a higher salary, but that's not the same thing.
