You've confused the issues here.
The topic of conversation of the posts you quoted was: would a new building help attendance? And yes, that's an ownership problem.
You are trying to posit that those posts were arguing that the improved attendance is why the city should invest in it. But the city's gaols are a separate issue, and that claim was never made. I have stated multiple times that the city's primary driving force for investing in a new building is revitalization of east village, and similar, related goals. The city has stated this publicly and directly.
