Consent age I think tends to float between 14 and 17, (I’m pretty sure it’s 14 in Canada), but I’m pretty sure that’s if both partners are under age. I don’t think someone under 18 can technically consent to sex with someone over 18.
But these things change all the time. And yeah some places are obviously pretty horrific when it comes to this stuff.
But isn’t soliciting prostitution across state lines a federal crime?

Age of consent is in the Criminal Code, and is not Provincially regulated.
In Canada it is, generally, 16, subject to fluctuations due to age difference, what is done, and if there is a position of trust, authority, or dependency.*

AOC across Canada is 16 regardless of province.
I did find this on the Canadian DoJ website
Child sex tourism
It is against the law for a Canadian or permanent resident to travel outside of Canada and engage in any sexual activity with a young person that is against the law in Canada. If the person is not prosecuted in the country where the offence is alleged to have occurred, the person could be prosecuted in Canada. If convicted, the person would face the same penalty as if that offence had occurred in Canada.

Actually, when you read the actual news story, the whole thing does sound like a Jeffery Epstein and Ghislaine Maxwell child trafficking case. What the rich can buy and pay for drives these types of black markets. Otherwise, no such thing exists. It's very unfortunate.
