I'd like Sutter to challenge DeBoer to a fight. Getting mad at a penalty when your player hurt someone is bush league.

Can anyone explain what warrants reducing a penalty from a 5 minute major to a 2 minute minor. My understanding is that if it’s a targeted hit to the head, it’s a 5 minute major. How can they arbitrarily reduce it? They used the video review so they saw that it was clearly a hit to the head.
