Do you think it's illegal to possess them in a park or just to use them? I'm probably okay with not clearing the path when I'm hiking in a national park, but I still want them on me to shoot at bears if I have a close encounter.

Not that I don't think Sliver is crazy for wanting to carry a spear, and you're right about the bear bangers, but the PDF does not indicate anything about the legality of carrying a spear there....

You know you don’t shoot them at bears right? I assume “AT” isn’t meant to be literal
You shoot them vertically above you or behind you. The goal is that the bear runs away from the sound. If you shoot at a bear it will go past the bear so when it explodes the noise will scare the bear towards you.

When I'm clearing the trails I shoot straight up to get them all to scatter.
If faced with one I'd aim for his mouth while he roars. It's a gamble for sure, but I've gotten pretty good with these things. If he does charge, well, that's where the spear comes in.

No. No I have not.
I have, however, hiked and camped quite a bit in bear country. I've seen dozens of black bears, and a few Grizzlies, and I've used bear bangers to varying degrees of success. Sometimes they run, sometimes they don't even flinch. But, they can be a great tool when used properly.
I cannot stress this enough, trying to shoot a bear in the mouth is not using it properly.
You know what would probably work a lot better if a bear is 10' away? Bear spray...the thing invented for exactly that purpose.
You have some very misguided ideas of what bear encounters are like, and what to do in the event you're actually involved in one.
For your own safety, get, carry, and learn how/when to use bear spray, and how/when to properly use bear bangers.
For your own legal protection, leave the bear bangers at home when you're going to a National Park, because carrying them in the park is 100% illegal.
You want to carry them outside a national park? Awesome, they're totally legal in that case, and as I said, can be a great tool.

I mean, you do you man, but if I was going to walk around a national park with a prohibited item (Bear banger), I probably wouldn't double down by carrying an item (spear) that, legal or not, will pretty much guarantee any CO you run across will start asking questions and taking a closer look at you.
