Brouwer is fine. Really.
The coach is simply just awful at executing good plays and matching up against other teams.

It's not clear to me if Brouwer has given up on the physical part of the game and is just mailing it in, or if the Flames play such a passive system that hitting isn't even an option anymore.

For the team to elevate to the next level they need to add to the group of Monahan, Gaudreau, Tkachuk, Bennett, Jankowski, Ferland, Hathaway, Backlund and Frolik.
The backend is quite stable with the current top six in place along with the 4 exciting prospects waiting in the wings. The goaltending seems stable, for the time being, with Smith, Rittich, Gillies and Parsons. Given this the biggest need seems to be on forward, more specifically a scoring right hand shot winger.
They may also need to build a fourth line that can play a hard and heavy game to add a much needed dimension to the team. In the end I think it spurs the end of Brouwer because he doesn't have a true role here on the team and you may as well cut your losses over keeping a guy on the 4th line for 3 years until his contract runs out.

its funny how Brouwer is always invisible against the Ducks and Oilers, two of the biggest and toughest teams in the league, they very teams that Brouwer was brought in to play against.

I hate to bring up Hartley because he was a flawed head coach but I'm fairly sure he would have benched Brouwer by now as he didn't have any issues benching golden boys.
