It always feels weird for them to say the games are officially open when they've had events for two days already. Why don't they just open them.......at the beginning?

In 1988? It was Jeanne Sauvé, the Governor General at the time.
In 2010, it was Michaëlle Jean. The Queen did Montreal.

They can't complete some of the events in only 17 days, especially events like skating and snowboarding, which I assume there is only one venue each.
