If the goal is to truly reduce speed do what they do in NSW (or at least used to), put in speed cameras at high risk locations, however many that may be, and put up giant signs in front of them that indicate there's a speed camera ahead. Anyone who is truly paying so little attention that they miss that deserves a ticket, and everyone else slows down thus accomplishing the goal.

This is not evidence that Alberta drivers are worse drivers than any other drivers in Canada or the west. This just shows that Calgarians were given more tickets than other cities. It doesn't speak to quality of the drivers. Enforcement is likely the biggest factor when it comes to the number of tickets given not an invisible barrier in the mountains that divide good drivers from bad.

You mean signs like this...
Which are posted at the majority of intersections that have photo radar cameras at them here in Calgary?

Yeah I say majority because I can't say for certain, but I"m 99% sure they're at every intersection with cameras now.
And they're tricky about it too...ie. they'll have the signs in all directions but the camera only facing on.

Which is why they are awesome for traffic safety.
Nothing says safe driving like doing a 180 degree shoulder check every time you see one of those signs.

It may or not be evidence.
Speeding tickets are pretty cut and dry. You're either over the speed limit or you're not.
When you speed, you're a bad driver in my opinion.
I'm not saying BC doesn't have its bad drivers. Drive in the Lower Mainland for a week and you'll see there are some pretty stupid people. I'm just saying Alberta drivers, in my experience are some of the worst, most dangerous drivers I've witnessed in my time driving in Alberta and in the Kootenays.
I think that the article given in the OP just supports what I already believe.
(Calgary still has the best hockey team though).

I'm one of the Alberta drivers who has no fear driving over whatever BC pass at night, in the winter, during a blizzard. Once without windshield wipers.
Frankly I can't imagine going 90 is all that safer than doing 120. The upside is 120 gets me where I'm going quicker, by nearly 33%!

I've only had one ticket (photo, 56 in 50, are you kidding me) in the last decade (I had another by a Sheriff on a rural highway that got tossed by the judge) and I definitely am one that moves at a good pace. If you're alert, you should be able to see a speed trap and avoid the ticket. I view speeding tickets as more of a "not paying attention" ticket than a speeding ticket per say. At least in most cases.
That said, I came as close as I've come to a ticket a couple nights ago on Stoney EB at Shaganappi, I was over the limit by a margin going down the hill (I was just rolling down really) and at the last second saw the car. No ticket. Whew. It's funny because a guy in some SUV blew by me through the speedtrap as well and he didn't get chased either (the cop had the radar gun up and pointed at us as we passed). I had slowed a bit once I saw the cop so I'm guessing the other guy was at least 125km/h.
I'm thinking he was waiting for the big fish there.
What I find funny is the idiots that get nailed at the speed on green on my way to work. Like they drive through there everyday, there is a huge sign and yet they still burn through there 20+ over. I really have no sympathy there. I disagree profoundly with speed cameras, but I just find that halarious when I see the flash because someone is half asleep and shouldn't even be driving a vehicle.

The reason why speeding is so bad in this city is because of how spread out the city is. There is a ton of distant to cover in a commute.

The signs in Calgary are actually different. They say "SPEED" not "PHOTO ENFORCED".
I've been waiting to get a ticket at one for years. I'll go fight it, and at trial explain that I was doing the speed limit prior to seeing the sign. Once I hit the sign I obeyed its instructions and started speeding... How could it have been a good idea to put up a sign that tells you to SPEED?

Because the word speed means "rate of motion." Yes, we also use the word speeding as a term to indicate traveling at a rate of motion that exceeds the legal limit.
I just don't see how admiting that you would fail a learner's test would be a good defence for a traffic violation.
