I'm sure it was a tough day for Flames management when they decided to let the coaching staff go. It was a move that had to be made but at the same time you are saying goodbye to people you had working relationships where i'm sure some friendships were formed.
I have no doubt that Gulutzan is a fine outstanding person with many redeeming qualities. Sadly he wasn't a fit for the Flames.

Not necessarily, and not as of right.
He could, in theory, sign here for $3MM and receive the difference from the Rangers.
The Rangers could also only permit him to take another job if he forgoes any of the difference.

I do. But that doesn't mean the rebuild is over. Far from it. It's a team with a very young core that is still learning, and a league full of parity. More than ever before. Teams are making the conference finals and missing the playoffs the next year. Having the worst season ever and making the dance the next year.
