Is Sarcee going to be "upgraded" or by impacted are you just meaning the massive interchange that's going to exist at HWY8/Sarcee/Glenmore/SW Ring Road?

This URL shows the intended alignment, should the band vote yes.

Major impacts to Glenmore/Sarcee/HWY8 area for sure, for interchange construction.

Oh don't worry- the city will be sure to have the Crowchild over the river project in full swing at the same time; just to mess with everybody

You voting in a municipal election impacts a million people.
Can I assume you don't expect privacy for that?

What privacy is given?
Elections are covered on TV, radio and discussed in public and on message boards. What point are you trying to make?

Who you voted for was broadcast on TV and discussed in public?
Is that you, Councilman Carra?

Who we voted for sure was.
Are you trying to create some equivalency that polling the voting public is somewhere in the neighborhood of watching people cast their personal ballots?

50%+1 is required provided 50% of eligible voters vote.
If the turn out is sub-50%, then the vote can theoretically be re-held where it becomes 50%+1 of those that voted regardless of the turnout.
Here is a high-res of that map that I never got around to posting on my blog.

I should point out that I used the 'Ultimate' stage, not the 'Opening Day' stage for the map. The inner lanes and some of the interchanges on that map would not be built for decades.
For opening day, go here: http://calgaryringroad.wordpress.com...ing-day-stage/

Though I suppose one could argue that the ring road vote affects them as individuals far more than Calgary elections affect us. I imagine some people's lives on the reserve will drastically change because of this project, and they're trying to (understandably) "stick it to the white man" by holding onto their land. I thought it'd have been 80+

I would be very surprised if the decision process included 'sticking it to the white man' at all.
I think this is a very sensitive decision based on weighing the value of the land (not financial, but emotional, historic and cultural) versus the opportunity of providing an economic foundation for future generations (not the money, but the access and the development that flows from that). Add in historic mistrust and a complex agreement contract and you have a very difficult choice for many.
