Ground breaking is today for a new international mall, the New Horizon Mall ( http://newhorizonmall.com/). This should be an interesting development. It is being developed across the street, south, from Crossiron Mills. That area is going to need a major overhaul for access to/from Highway 2 though.

Should be Rocky View County because they are responsible for the planning of the area and the development permits. I would expect that they would want the City of Calgary to share some of the cost though because a large number of visitors to the malls and facilities are Calgary residents.

Interesting - aren't Primary Highways, and their overpasses, provincial jurisdiction?
Would the developer share a burden in this? Or that would be part of the permit process?

I certainly don't know the answers but Highway 2 is a provincial highway so planning and construction work is tied to the Provincial Government. I tried to find something on the Rocky View website but couldn't easy locate anything although apparently any development within 800m of highway 2 requires approval by the provincial government and some sort of infrastructure study by the developer. I also saw some sort of master plan for infrastructure that Rocky View put out which is their projection of needs within 30 years and it indicates some sort of new partial interchange south of Crossiron Mills but it doesn't indicate anything for north of Crossiron Mills (highway 2/566.)

I can't believe they are really going through with the New Horizon Mall project. It's basically a carbon copy of Pacific Mall in Ontario and anybody who has been there knows it's not really a polished retail experience but a flood of short-term, cheap goods, semi-legitimate pop-ups inside glass-booths type experience. Asian malls always slowly trend downwards from Opulence Center to Dragon City Mall to Franklin Mall / Pacific Place, etc. There's a limited portfolio of shops and product that can really fit into them.
How many fake DVD shops, bubble tea places, phone accessory, and grey market clothing/accessory shops can the market really support? If we can get a little more high-end and get actual professional asian chains like UniQlo, etc. that would be awesome but that's not what the mandate clearly explains. How about we just get a DealExtreme or TaoBao warehouse and call it mini-ShenZhen?

As Rocky View allowed the development that created this impact, they should be the ones to cover the cost of the impact no? If Rocky View wants visitors from Calgary to pay, fair play but they really have no grounds to seek contributions from another municipality that wasn't involved in the decision making process.

Yah, I'm actually really surprised this mall even made it to ground breaking. I have no idea how businesses will make money from this mall. Calgary does not have the Asian population to support it IMO, and it's just going to be like Dragon City Mall.

I was at the Dalhousie Co-op this morning to pick a few things up and they had a presentation table set up showcasing a new development which they have applied for. They want to re-develop that shopping area to include a new grocery store along with some other shops and a new high rise condo building. It looked pretty cool. I don't think they have the development plan up on the internet yet.

No idea but Soctiabank took 140,000 SF in Brookfield Place. Looks like Cenvous won't be the only tenant.
