If it is Graham that is on the hook for the delays then they can delay as long as they want, just as long as it is done right when they are finally finished. I'd much rather a delay (on their dime) than see it temporarily closed on and off while it is fixed on the taxpayer dime.

This isn't really a big deal. The concrete isn't structural, it's just the surfacing material. It's going to be cracked in a year anyway, but I guess they want things to look shiny and new for the opening.
The dumb thing is that the surface was supposed to be granite, but that was switched to concrete when it was bid, to save costs and keep the bridge in budget.
The savings may end up being short term, though, as the maintenance cost of the concrete decking could be greater over the long run.

Yeah... that's an expansion joint. Nothing that is responsible for the load-bearing ability of the bridge is compromised in that picture.

Honestly I quite like the design of the bridge, and I think time will be much kinder to it once it's open and done with. But this really has been a mess from start to finish.
