That bridge is illuminated significantly brighter than any road in the City. It does appear to be lit with LED luminaires (shocking for a city so far behind in this department), so I do assume there are some savings there, but even then, there's no way that this is lit with less wattage than a roadway of similar dimensions. I hope that the City has been forward thinking enough to install some kind of switching or dimming capabilities for this lighting system, as it's really not necessary for the bridge to be lit at that level all night.
All that said, even if the bridge is lit with twice the wattage of a local roadway it will only be costing the City about $500 per year in energy usage. That hardly leads it to be a limiting constraint in the design.
