Yeah cause that's what the rule books says. If a player doesn't actually have the puck but recently attempted to have it, then go ahead and put your shoulder in.

Probably was a PP for the Canucks to be honest, it was a clean hit on an unfortunate play by Miller and Klapka jumped him a bit

If what you said is true then every puck in the skates that leads to a hit is a penalty now.

Correct. JT was responsible for finishing his check there. He did. That's what you want a player to do there. It sucks that the outcome was what it was. But it wasn't a dirty play or a penalty.
