I agree.
Soccer fans have told me that the idea of giving 3 points for a win is to encourage more scoring and fewer ties. If so, it sure doesn't seem to be accomplishing much.
By the way, I love that you brought up the coefficient of variation. This is the kind of analysis that should be going on in a multi-billion-dollar business, but the people making the decisions appear to be too cool for school and can't bother their heads about any number unless it has a dollar sign in front.
I'm sure the NHL employs people who actually do run these sorts of pertinent numbers. Trouble is, they keep them locked in the basement, right next to the cast of The IT Crowd.

I'd like to think they also run these fairly simple bivariate analyses before trotting Bettman out to talk about "an increase in competitive games" which...don't actually exist.
If 16/21 teams make the playoffs...then 16/32...then 16/64 someday...teams will act upon their incentive.

Would regrouping be considered skating the puck back across the red line. Would you be able to pass it back to the goalie? I am trying to think of ways they would skirt the regroup to retain possession.

I don't want any new rules adding complications to OT. Yes, it can be boring sometimes but PPs and 5 on 5 play can be boring at times as well. It is what it is.
The only thing I would change about OT is the end swap. They should stay in the same net after the third period to eliminate the long change in OT.

Players are only allowed to have a single shift and they can not play anymore. You must use your whole bench sparingly just like the shootout.

Crazy is fun.
The Goalie trapezoid grows in OT - Goalies are not allowed to play the puck in their own zone. They can only make saves, but they can not move the puck out of the way.
New offside rule: Teams will be penalized for off-side (2 min penalty) if the puck goes into the offensive zone without the team's goalie skating up the ice as a 4 man unit and staying in the neutral zone. Goalie can only go back to the net if the opposing team regains control.
Teams must play their groups of 3 players all from the same position. So only 3 Centres are out at one time, 3 LWs, 3 RW, 3 LD and 3 RD. No mixing and matching.

3-on-3 but...you can only play with mini-sticks, goalies included.
And in the last minute of OT everyone has to play on their knees and they take the puck away and give you a tennis ball.

You know what I actually really like this idea… makes it more of a team thing and adds a lot of interesting strategy. Very cool, simple idea that could make the 3v3 super interesting.
