Actually re-reading the article they said it was one of the options. They also said it might just be a gamble.

Flip side is this.

Gio can give them his list, and only list teams that are cap constrained or deep in d, making it unlikely that he will be moved, which would not be ideal for Seattle. Seattle can still take him, but Gio can put screws to them by handcuffing any potential flip. That might be part of the thought process and make Seattle think twice about taking him.

But once Seattle picks him, there is no incentive in Gio doing this.

And at the deadline, an acquiring teams needs little cap room top take on Gio with cap retained. Plus teams never have enough defenceman come playoff time, as Gio would simply push down some of them.

If Gio wants to screw them, you pick non-contenders who have no desire for a rental. At the end of the day, most players want a chance at the playoffs. Gio would want this to help establish his value for his next contract.

It isn't really about screwing Seattle, it is about Gio finessing the no trade list to give him the most control over his destination.

He puts the teams most likely to trade for him on that list, Seattle has to come to him for approval on a trade and his approval might handcuff them to taking a lesser deal that might not be worth salary retention or asset wise.

Not sure if 19 team trade list is expansive enough to do that though.
