Odds are he won't imho (one OHL season very rarely makes an 18 y/o NHL ready) but I hope he does.

He's a late birthday and is already 200+ lbs. That puts him ahead of the rarity curve to begin with.

I don't think anyone would question if he is physically ready, the question would be
1. Whether his long term development would benefit most from playing in the NHL or the OHL.
And
2. Is he is good enough right now to win a roster spot.

Why are people in favor of him going back?
We should all be rooting for him to kill it at camp and that he'll prove he is ready.
This is a silly debate and none of any of your perceived arguments have any relevance. Bottom line is, if he is good enough in camp, he will be on the team.

Luckily I don't think the Flames have to worry about it ... just let it be.
Get him an exhibition game, and see how he does. Talk to him about where he's behind, give him a second game and see how he does.
Finally, the final few exhibition games where you see primarily nhl ready rosters is the cut point. If he soils i then head back. If not start the season.
They don't have to know now ... just let it happen

after 1 year with Miami University, the Jets have signed 2015 1st rounder Jack Roslovic. According to Aaron Portzline, Roslovic is expected to sign with the London Knights next week.
Could be a linemate for Tkachuk if he is sent back to junior, although because Roslovic was drafted from the USNTDP, the Jets have the option to send him to the AHL; if he shows he is ready for pro.
Roslovic and Tkachuk were teammates together in the USNTDP.

IIRC they were line mates with Matthews at centre.
