If she's playing with her phone, avoiding your eyes, slouching away from you, etc--she doesn't want to be bothered. Normally it's pretty easy to tell if someone is open to conversation or not with a quick glimpse of a few clues.
2) If a guy says hello, and gets only one word answers from the woman, realizes she isn't interested, and he simply wishes her a good day and backs off? That isn't harassment. If a guy persists when a woman has made it clear that she's not really interested? That's harassment. Disinterest is not an invitation to just change up your approach and be more persistent.

If you guys are interesting in cold approaching I suggest this guy's channel for starters. Although he is considered to be a pick up artist, his content is actually very informative and links cold approaching with self development.
