I couldn't tell you exactly when, but it was sure an awful long time ago. My family has used it that way my whole life. Perhaps yours does not. If you're arguing that his usage of the word is improper English, Merriam-Webster begs to differ:

^ It might be confusing if you grew up in a different culture.
A lot of eastern cultures have different titles for spouses of blood related aunts and uncles.
But yes in English, uncle can refer to husband of an aunt. Same as aunt can refer to wife of an uncle.

Anyone who ever thought that Kim Jung Un was reform minded was fooling himself, he's a fat spoiled sub par intellect who was raised and spoiled in the system and will do anything to consolidate power so he can blithly play basketball with Dennis Rodman.
The sooner that whole family tree dies the better for the poor people of North Korea.
If China ever wanted a positive public relations win they would invade North Korea and execute that family loudly and bloodily on state t.v.

And in some languages, there are different words for them depending on whether they are on your mother's or father's side of the family.

The only time I'm for ending world problems via violence are in cases like this, Crazy ######s in NK for starving people to death, Nut heads in Africa hacking people to death with machetes to prove power,public hangings in Iran because their gay and much much more..
Sometimes the only way to rid the world of ugly is to get uglier.

It would also have to be China who pays the bill. It would cost trillions to reform North Korea. This is a place that doesn't even have a traffic light. South Korea doesn't even want North Korea back, they just don't want to get bombed.

It is unlikely for China to helpout its historical enemy, Korea. Perhaps its a guilty pleasure for China's leaders to watch Korea descend into a post apocalyptic nightmare

Just curious, what do you call him then?
In Chinese, we have different "title" for brothers of dad, and brother of mom. Also, different "title" for husbands of aunts from mom's side than from dad's side. But, in English, it's just uncle.

Pretty much. I have two ex-aunts, but they pretty much don't come into the equation anymore, so it doesn't really matter what their title is.
Now that Jang Sung-taek is dead, he's pretty much ex on all levels.

Yes, but we both know the odds of this are slim to none. If anything, this wacky country is exactly what China wants. It will do very little until the problem becomes a threat directly to China.
China wants and needs N.Korea. With the emergence of S.Korea from a back water dictatorship to a Asian powerhouse economy, the Chinese need to marginalize. The weight of N.Korea attacking helps temper S.Korea, by keeping them focused on their crazy brother to the north. Therefore the South has less time to worry about what China is up to.
South Korea has shown itself to have extreme upside economically. That is a threat to China. A unified Korea may become the Asian Germany. That would be of great concern to China, as they are the local uncontested bully (Japan's policy of defense takes the only real competition out of it). Also, with the US being good friends with Japan and Korea, and historically all three disliking each other, it is easy to see why propping up these nuts is good for China.
Hey the US did it with Iraq for a long time, until Iraq started getting a bit too greedy. We'll see if this plays out similarly, but somehow I doubt these gang members who call themselves beloved leaders are dumb enough to do that.

This is probaly an unpopular opinion of mine but in the near future, I envision a catastrophe of epic porportion occurring within the Korean Peninsula. When the two Koreas go to war in a few years, just imagine the human suffuring, misery, carnage and mass destruction which will be all be confined to that peninsula turning the two countries into living nightmares.
