Here's a (very) hypothetical situation:

Quebec has another referendum. The "oui" side (pro-separation) wins by a narrow majority, say 51-49%. Negotiations proceed and Quebec becomes a sovereign nation a few years later. However, citizens of the Montreal area (~90% of whom voted "non" in 1995) vote overwhelmingly to re-join Canada. So too do the citizens in resource-rich northern Quebec. The Quebec government, realizing their new nation cannot survive without its corporate and natural resource bases, refuses to allow a division of their country.

You're the PM of Canada. Do you send in the Canadian forces to "liberate" the areas of Quebec where citizens voted overwhelmingly to re-join Canada?

Or what if the Natives say no to seperating their treaty titled land and the QC goverment says they don't recognize their rights

Deport them to where? Quebec?

I doubt St. Pierre and Miquelon would take millions of displaced and angry French, unless Paris has a change of heart towards their quirky cousins.
