There’s little question that Rachel Notley would be premier today if the government had started its Alberta pension plan “engagement” before the May 29 election.

But the UCP played down this fully formed strategy during the campaign, saying it wasn’t an election issue at all.

Since the CPP Act requires a withdrawing province take a portion of assets and liabilities, it is more appropriate to use the closed group approach to determine “Alberta’s share” of these amounts. Based on population at that time, Alberta’s share is estimated to be $32.5 billion in assets and $165.6 billion in liability (resulting in $133.1 billion in unfunded liability).

This is the number Albertans need to know before making a decision, not the bull#### fantasy trash they've been peddling. It's unbelievable a government can use our tax dollars to lie to citizens across Canada with zero accountability for it.

Alberta own white paper on the engagement process shows the Smith government's deliberate attempt to manipulate opinion on an Alberta Pension Plan. Very few people want this and the UCP keep pushing it.

Critics have ripped into the math underlying the conclusions in the LifeWorks report.

Michel Leduc is senior managing director of the non-partisan Canada Pension Plan Investment Board, which manages the fund's assets for Canadians. He immediately dismissed the $334 billion claim as an "impossible figure."

"It's basically invented, and then you end up with this very, very large figure that would not work," said Leduc, adding that his organization respects the rights of provinces to withdraw and create their own pension plans.

University of Calgary economist Trevor Tombe published a paper estimating that Alberta is entitled only to about 20 to 25 per cent of the fund.

"I think it was a little problematic that the government's hanging its hat on half the CPP assets, which you think is kind of transparently unreasonable and not going to fly anywhere else in the country," he said.

The report by Innovative Research Group said the survey gives respondents an uncontextualized rosy picture of benefits for Albertans based on one report while failing to report the risks or potential downside of Alberta going it alone.

“In the absence of providing any information surrounding the potential risks of a proposed APP to Albertans, the (Dinning) panel has failed to meet their mandated commitments and does not meet the basic principles for meaningful public consultation,” wrote Innovative.
