What teams are spending money on their AAA relievers? Tepara is only in the majors because guys like Loup, Morales, and Schultz are injured.
The bullpen hasn't been good this year, but before Tepara imploded the rest of the guys went 6 innings of shut-out baseball. I don't see how paying for the bullpen is going to eliminate AAA injury call-ups from blowing the odd extra inning game. Kinda funny that the Jays should allegedly be dumping money into the bullpen when the two guys who are actually getting paid (Storen and Cecil) are the guys dragging everyone else down.

Unlike Oracle, I don't think the Jays are cheaping out on the bullpen. Most games should be this:
Starter - 6 innings
Storen - 7
Cecil - 8
Osuna - 9
The problem is Storen and Cecil are a giant tire fire.

Red Sox are in absolute cruise control right now. Offense is on fire and Price just struck out 12. The whole thing makes me sick.

Price's numbers are actually really bad so far this season, but he gets a ton of run support and is 4-1 where it matters.

The Jays didn't dump any money into Storen, they switched contracts with Revere and demanded Washington paid the difference while creating a huge hole in their lineup. Storen was trending downwards ( though I was happy at the time because all I thought we were getting the 2012-2013 Storen).
The Jays cheaped out with Storen. He was basically a crap shoot, but a name that that pissed off people about the lack of signings would know and be off their book after one season.

Huge hole in their lineup? The Jays struggles offensively have nothing to do with the LF position; Saunders is a much better option when healthy than Ben Revere.

Dickle on the mound today. Hope the bats are working because he'll probably give up 3 or 4 I'd guess. Should be a fun series though as the bad blood with Texas seems to spice up the games a bit.

They have lucked out on Saunders (you bring in 5-6 reclamation projects in every year and one will eventually pan out). I don't think anyone expected him to be hitting as well as he is. They still have no lead off though and this could have easily gone the other way with Saunders performing like he historically has. They 100% cheaped out. A normal team expected to content would have kept Revere or replaced him with a known commodity and went out and signed a high-end bullpen piece. The Jays chose one over the other due to budget constraints. These constraints severely limit the options available to the GM. Their hands are tied.

It takes the Jays ten moves to make one good one, that's the problem. So yes, it's essentially luck/odds. They dumpster dive so much that they are eventually going to get one that pans out. You don't take a chance like that when you are a contender, and with the Jays fanbase and the money they bring it, this shouldn't be a strategy they rely on. Fine to try it from time to time, but they rely on it to fill actual holes each and every year.
You want to give them credit for Saunders, fine, but that doesn't excuse them for not signing an elite bullpen arm to replace Hawkins/Lowe/Sanchez. Storen was essentially the only option the GM had given the fiscal restraints in play. They weren't going to be allowed to take on any more salary so they had to make it work with what they had.
People forget that Saunders was traded for JA Happ, who despite not performing the way he is now, seemed like an awful over payment for a career .230 hitter that was constantly injured. That move was also made out of financial necessity to cheaply fill the LF spot (Cabrera departure) and rid themselves of Happ's 6.7M contract.

Schulman is worth every dollar! The unfortunate thing is that the games without him now really seem to be a downgrade because you have a taste for how great it can be.
