I think that if you ask 100 people, upwards of 98% would want an election now.
Upwards of 90% would want an election on the Mayor spot as well as all of the councilors with a mind to replace them all.
The latest polls - admittedly about a week old now - still had Ford with good support against many hypothetical opponents, albeit not in a winning position. His support was certainly far in excess of the levels you imply.
So yes, really. Ford's best shot at re-election is to go into rehabilitation and try to come out as a 'reformed' man. But since he instead appears intent on self destructing, then now really is his best shot at re-election because he's still got a solid 25-30% as base support in those hypothetical election scenarios while an election campaign could be used to distract the populace from his near daily transgressions.
I think Ford's support will go up the more carried away his critics get. Someone reported he had a parking infraction now. It's a pendulum effect and it will eventually swing back the other way.
Ford thinks that he can separate his record as mayor from his record as a person. It won't succeed.
This will instead be an election about whether voters are more concerned with balancing the budget than they are that the mayor is smoking crack.
Or to put it another way, who the voters would prefer less: a crack smoking internationally lampooned caricature or a left-wing elite who will plunge the city back into deficit.

You think the only people running against Ford will be left wing elites? I think it's guaranteed that at least one person from the non-crack-smoking-fiscal-conservative group will run against Ford. And really, they'd be crazy not to. You put all your eggs in the Rob Ford basket, you end up with crack - I mean cracks - in all your eggs.

What are the actual powers of a mayor and are they given to the mayor by a city and its bylaws or are the mayors powers given by the municiple governance act?
Powers are from the MGA, or whatever it's called in Ontario. In Alberta a mayor has no power more than what a councillor/alderman has.

I read a little more into the motion today and they took away all of his non statute powers so effectively he is no more powerful than a councilor but more importantly he still gets to represent the city at Official functions.
I hope to meet him in a drunken stupor at the GreyCup.

I don't know much about Toronto politics (other than they have a funky looking City Hall, and a drug-addled right-wing fool for a Mayor) so I googled "Rob Ford balanced budget" and the first hit told me that there has been a law since 1922 that the city has to run a balanced budget.
Now granted, that was a Star article, so it could be wrong. Was the last Mayor a left-wing elite that plunged the city back into deficit?
the globe and mail article talks about it. Toronto's city debt is really high and a huge issue for them. Ford's suggestion he is eliminating it is overstated, for sure, but he did run a surplus this year.
I hope others join the race otherwise this garbage will continue.
Interestinly, Edmonton's city debt is also very high without Toonto's population.

An unprecedented council meeting descended temporarily into chaos on Monday, when Mayor Rob Ford and Councillor Doug Ford got into a screaming match with spectators.
The dispute was ignited about two hours into the meeting, when Ford rose from his seat and walked toward the back of chambers with a member of his staff, who appeared to be filming members of the public seated there.
He has literally gone into full blown heel mode. This is Hulk Hogan NWO territory.
