They could stop the boat, search it, if they find drugs arrest them (not sure the legal bits of that though, in international waters)
I know for a fact that just blowing boats up is illegal.
The whole 'trust me bro, that was totally drugs' isnt cutting it.

Except it is most certainly cutting it. What repercussions are there? Nothing domestically that's for sure. Internationally what someone's gonna say something? lol nah cmon son Trump learned all this crap is held together with winks and nudges and appeals to decorum not real rules. It's been a long time since someone had the reigns in America and decided to remind the world the US is the biggest swinging dick.
That's what makes the domestic legislative spinelessness so disappointing because there is no one to stop the US but their own people.

You can't just kill people for just riding on a boat, not even if they are smugglers. (Which is likely more accurate than "drug dealers", even if there were drugs on the boat.)
